California Mid State Fair:
Yes, it's fair time! Country Days, Rock'n Nights! The smell of
corn dogs, funnel cakes, and farm animals. The sounds
of the midway, concerts, and fun. This year the
fair started on July 23 and will end August 3. As
usual the entertainment line up is one of the best in the
Nation. Alan Jackson, Rod Stewart,
Match Box 20, Fergie, and an old favorite of mine, Blood,.
Sweat and Tears.
The Fair is one of those Paso Robles and Central Coast
traditions that transcends time. A time when 4H and
FFA teenagers can show off their agricultural skills,
a time of good entertainment, and just people
watching.

Paso
Style Living Real Estate:
(Real
Estate market conditions in Paso Wine Country)
Probably the biggest item in the national press lately has been the
"Bailout" of Fannie Mae and Freddy Mac. This is a good time to
explain what these organizations are and the importance they have on
Real Estate.
The official name of Fannie Mae is the Federal National
Mortgage Association (FNMA) and the official name of Freddy Mac is
the Federal Home Loan Mortgage Corporation (FHLMC). The most
important thing to remember, although these organizations have the word
"Federal" in their name they are not directly part of the Federal
Government. FNMA was originally created under the "New
Deal", but was privatized in 1969 along with FHLMC. There is a
widespread miss conception that the Federal Government guarantees
loans of these organizations, but this is not true. These organization
operate independent of the Government or FED.
Fannie Mae and Freddy Mac together account for the majority
of the secondary mortgage market. An explanation of the secondary
mortgage market is probably called for. The secondary market was created
to spread the availability of Capital. An example. Before
the creation of the secondary market, if someone in a small town wanted
to borrow money to buy a home and the only bank in town didn't have
sufficient funds, the person either couldn't buy the home or they
had to travel to another larger town where a bank may have sufficient
funds. With a secondary mortgage market the small bank could make
the loan and then sell that loan at a discounted rate to another bank
that has sufficient cash reserves. This creation of a
wholesale outlet for mortgages is responsible for the lending system we
have today. Most loans created today are sold on the secondary
market and Fannie Mae and Freddy Mac buy the majority of those loans.
Most of us have no idea who owns our mortgage loan. The bank you
pay your monthly mortgage payment to is the mortgage servicer who
probably is not the mortgage owner.
Without a strong secondary mortgage market, (method of
selling originated loans easily) banks would stop originating loans.
No one then could buy their dream home. I don't like "bail outs",
but in this case Fannie Mae and Freddy Mac are crucial to the entire
financial lending industry and the financial system we have today.
